COUNCIL INFORMATION
Bibila Regional Council - Bibila constituency of Monaragala district of Uva province is a land of 482.8 square kilometers of fertile land with 40 village officer domains.
Km from Badulla town. 57 miles away, starting from the 31st mile post on the Badulla - Batticaloa road and extending to Madura Oya on the Batticaloa road, to Galaoya Bridge on the Bibila Monaragala road, to Makada Kanda on the Bibila Ampara road, and to Hapola Oya on the Bibila Mahiangana road.
There are 48,543 people belonging to different races in this area, of which 45,267 are Sinhalese, 1,229 are Tamil, 1908 are Muslim and 139 are other. According to different religious classification, 93% of the people living in this area are Buddhists.
Agriculture is the main source of income for the people of this area, who are used to an agricultural economic pattern. Farming, pepper, coconut, rubber, vegetable cultivation takes a prominent place among them.
24 schools and 02 pirivenas are located in this area, and about 9,150 students are studying. There are 26 temples/monasteries, 03 Hindu temples, 02 mosques, 01 Christian churches as shrines. Also, various governmental and non-governmental organizations, rural development societies, farmers' societies, death relief societies, sports clubs, environmental organizations and welfare societies are actively contributing to the economic and social development of the area.
The administration of this jurisdiction was under the village council system and continued until 1981 as Vegampattu Nilgala Village Council and Kotama Village Council. Later, the Monaragala District Development Council was established in 1981 by the Development Council Act No. 35 of 1980. Bibila and Kotagama sub-offices were maintained as its sub-offices.
Bibila Regional Council Office has been built at the place where Vegampattuwa Nilgala Village Council was located. Vegampattuwa as the head of Nilgala Village Council during the period from 1953 to 1957 J.D. Mr. James Appuhami has done a proud service representing UNP. From 1957 to 1967 Mr. L.H. Anderson Silva was the village president of Sri Lanka. Represented. He has donated his private house and land to the council and has done a proud service for the innocent people of the area. During 1967-1968 Ph. Mr. Amarapala Sri.Lang.N.P. Mr. Nimal Senarath Bandara was the president of the UNP during 1968-1970. Represented.
During 1970-1977 Ph. Mr. Amarapala Sri.Lang.N.P. Mr. Sivaraja served as the Special Commissioner during 1977-1981. R.M. Mr. Mutubanda has worked as an authorized officer during the period 1981-1988.
In this way, acting as the chairman of the village council, he has played a proud role for the welfare of the local people. After that, on 01.01.1988, the two sub-offices of the development council (Bibila sub-office and Kotagama sub-office) were merged and Bibila was established by the Regional Council Act No. 15 of 1987. The Regional Council was installed.
In the first local government election held in 1988, the local council came under the control of a group of representatives. Accordingly, according to the will and desire of the majority of the people in the jurisdiction, JA was elected unopposed under the leadership of the United National Party. Mr. Seneviratne Banda became the honorable chairman of the council. The provisions of the Regional Council Act vested the Chairman with full executive powers of the Council. The council consisted of 09 members including the chairman. J.A. Mr. Seneviratne Banda ran for the provincial council election held in 1988 and after being elected, B.M., who served as vice president. Mr. Dingiri Banda was the chairman.
After that, in the local government election held in 1991, the United National Party won again according to the will and desire of a majority of the people in the jurisdiction, and A.M. The council functioned under the leadership of Mr. Gunasekara. This assembly consisted of 06 representatives of the party and three representatives of the Sri Lanka Freedom Party as the opposition.
Later, in the local government elections held on March 16, 1997, according to the majority of the people in the area, the Podujana United Front won. Accordingly, it was operated from 15.04.1997 under the leadership of Honorable Chairman Mr. Vijitha Berugoda and there were 06 representatives of the ruling party, two representatives of the United National Party as the opposition and one representative of the Janata Vimukti Peramuna.
Mr. Vijitha Berugoda, who appeared in the provincial council elections held in 1999, was elected to the provincial council and S.A.M. Mr. Chandrasekhara Banda was appointed as the chairman.
In the local government election held on 20.03.2002, the United National Front won again according to the will and desire of a majority of the people in the jurisdiction, and the council functioned under the leadership of Honorable Chairman Mr. Ranjith Abeyratne. There were six representatives of the ruling party in the assembly, two representatives of the opposition United People's Party and one representative of the Janata Vimukti Peramuna.
After that, in the local government election held on 30.03.2006, the United People's Freedom Alliance won again according to the will and desire of a majority of the people in the jurisdiction, and the assembly was operated under the leadership of Honorable President Mr. Sudunilame Attanayake, and the new council consisted of 06 representatives of the ruling party. There were two representatives from the United National Front and one representative from the Janata Vimukthi Peramuna as the opposition.
In the local government election held on 26.03.2011, the United People's Freedom Organization won again according to the will and desire of a majority of the people in the jurisdiction, and Honorable President S.A.M. The council functioned under the leadership of Mr. Chandrasekara Banda. The current House of Representatives consisted of 07 representatives of the ruling party and two representatives of the opposition United National Party.
After his term expired on 15.05.2015, according to Section 9 (3) of the Regional Council Act No. 15 of 1987, the powers of the Honorable Council and the Honorable President were vested in the Secretary, D.M. Mr. Premasekara got full powers and responsibilities of the council. Accordingly, the work of the council was done under his leadership until 01-04-2018.
The Sri Lanka Podujana Peramuna Party won the local council elections held in 2018 and G.G.R. Mr. Silva became the new chairman.
After the end of his term on 19.03.2022, in accordance with Section 9 (3) of the Regional Council Act No. 15 of 1987, after the powers of the Honorable Assembly and the Honorable Speaker were vested in the Assembly Secretary, Mrs. DM Anusha S. Dissanayake as the Assembly Secretary was vested with the full powers and responsibilities of the assembly. .
At present, the officers and employees who contribute to the process of providing a comprehensive public service by being very close to the people of the area and dealing with their concerns and needs are composed of 114.
